WhatsApp Viewer cannot natively open .crypt14 files. These files are encrypted WhatsApp databases, and to decrypt them, you typically need both the encryption key and the database file from the same device. Here’s a general guide you could follow:
Obtain the msgstore.db.crypt14 file from your device. This is usually located in the WhatsApp/Databases folder on your phone's internal storage.
You will also need the key file, which is typically found in the root directory /data/data/com.whatsapp/files/ on a rooted Android device.
Use a third-party tool like WhatsApp Viewer or a script that can handle decryption using both the .crypt14 file and the key file.i>
Please note: Accessing the key file generally requires rooting your device. Be cautious when doing this as it can void warranties and potentially harm the device. Additionally, handling encrypted files might violate WhatsApp's terms of service, so proceed with care and understanding of the legal implications.
I can't open crypt14. I try by "file" but file crypt14 hasn't recognized by program.

The "crypt14" file is a backup of WhatsApp messages encrypted by WhatsApp itself. The "WhatsApp Viewer" program cannot directly open crypt14 files because these files are encrypted. To view the contents, you first need to decrypt them using a tool that can handle crypt14 decryption, and you'll need the corresponding key file from the WhatsApp installation on an Android device. Please ensure you have the legal right to access the data, as decrypting and accessing someone else's messages without permission could be a violation of privacy laws.
How can whatsapp viewer be used to open crypt 14 database files?

Yes, WhatsApp Viewer can open crypt 14 database files. To use WhatsApp Viewer to open crypt 14 database files, simply download and install the program, then open the crypt 14 file using the File menu, or by dragging and dropping the file onto the program's window.
The key is needed to decrypt the messages in WhatsApp. Without the key, the software will display random characters that are not human readable.
Luckily, there is an application that still works even to this day. It's called WhatsApp Key/DB Extractor and it's available for download from the XDA Forums. Access the forums, download the app, install it and extract the key the add it to the WhatsApp Viewer and read the conversations.
While decrypting database that is encrypted, I face the error Decryption failed. Error during unzipping (inflate).

I have tested the application and it works just fine. You just have to get the decryption key in order to use it. On the developer's page, there is a link to the XDA Forums where they teach you how to do this.
Key extraction is a different story besides the viewing part in WhatsApp Viewer. There is an official guide posted on the XDA Forums regarding the key extraction procedure. Access the website and use the information on the page to safely extract the key from your phone. Follow the instructions properly or the process will fail.
Secondly, use the updated version of the software and attach the key file as well to decrypt the messages. You'll find it on the Software Informer application page.
